Account Test For Executive Officers is popularly known as EOT-141. EOT 141 Syllabus is common for Andhra Pradesh and Telangana. But the EOT 141 syllabus is slightly changed in Andhra Pradesh from May 2025; otherwise, the total syllabus is the same.

The revised EOT 141 Syllabus from May 2025 onwards in Andhra pradesh is

2. The Andhra Pradesh Treasury Code—Part I, Part-II (Chapters III, V and VII)
and Part-III (Chapter-IV).
3. The Andhra Pradesh Budget Manual Chapters I-V, VII and VIII.
4. An Introduction to Indian Government Accounts and Audit Chapters-I,
Part-B of Chapter-2,10,13,15,16,17,24,25,27 and 28.

Now we will discuss more about the newly added EOT 141 syllabus in AP topic-wise.
Key points of Fundamental Rules: The following are the key points based on EOT 141 syllabus.
Scope: These rules apply to state government employees, but not to those in the military. Pay: An employee starts getting paid from the day they take on a new role. If they get a promotion, their new pay is usually set at the next step on the pay scale.
Lien: A government employee has a permanent right to their post, which is called a lien. This lien is kept even during leave or suspension but can be suspended if they take a new permanent post.
Transfers: The government can transfer an employee but cannot use a transfer as a punishment. Transfers outside of India need federal approval. Leave: An employee cannot take more than five consecutive years of leave. Unauthorized absence for over a year can lead to being fired, and willful absence does not count toward pension or future leave.
Increments: Employees receive a yearly pay increase unless their work or conduct is unsatisfactory. Some types of leave may not count toward this increase.
Discipline: The government can reduce an employee’s pay as a penalty. If an employee is fired, their pay stops immediately. Being absent without permission for over a year is considered a resignation.
Suspension: A suspended employee receives a subsistence allowance (half of their normal pay). If they are later found innocent, they get their full back pay.
Joining Time: Employees get paid time off to move to a new job location, up to a maximum of 30 days. This time is considered official duty.
Foreign Service: An employee can only be transferred to a foreign service with their permission. While on foreign service, their original post is held for them, and their new employer must contribute to their pension.
APSSR 1996 KEY POINTS: These key points are useful to understand EOT 141 Syllabus
1. These rules, from 1996, govern all permanent and temporary state government employees in Andhra Pradesh.
2. Appointments can be made through direct recruitment, transfer, promotion, or on a contract basis.
3. Gazetted posts are “selection posts,” while non-gazetted posts are “non-selection posts.”
4. Promotion panels are prepared annually, considering vacancies, seniority, and a zone of consideration of 1:3.
5. An employee can’t be promoted if they have pending disciplinary cases or have been recently punished.
6. To be a direct recruit, a candidate must meet age and health requirements and have a good character.
7. All employees must pass a Telugu language test, with some exceptions for age or prior education.
8. Employees serve a probationary period (two years for direct recruits, one for promotees) during which they must pass prescribed tests.
9. Seniority is determined by the date of first appointment, with special rules for transfers or re-allotment.
10. The rules include reservations for Scheduled Castes, Scheduled Tribes, Backward Classes, women, and persons with disabilities. The governor has the power to relax rules in cases of undue hardship.
